You want a save that says (Level 200+) but does not have every road discovered. Why? Because discovering the last road yourself gives you an achievement. A "best" save usually leaves 2-3 roads undiscovered so you can pop the "Stunt Superhero" and "Min, Meet Max" achievements manually.
The hunt for the Codex save has largely been replaced by the "Gift Glitch" economy. In a way, the community itself became the Codex. Players who have too much money simply gift expensive cars to players who don't. It is a grassroots, socialist economy functioning within a capitalist game design.
